Man, 20, Charged With Stealing Assault Rifle From State Trooper's Car FAIRFIELD COUNTY, Conn. -- A New Haven man was charged with several counts on Tuesday after breaking into a State Trooper's cruiser in Milford and stealing his police-issued AR-15 along with two high capacity magazines and a bullet-proof vest in March, according to Connecticut State Police.  Travis Ingram, 20, reportedly broke into the cruiser that was parked in the trooper's driveway on March 8.
