Former Monroe Substitute Teacher Faces Child Pornography Charges MONROE, Conn. – A Monroe man and former substitute teacher is facing child pornography and voyeurism charges after he was connected to a West Coast child pornography trading case, reports the Monroe Courier. Kenneth Raftery, a former substitute teacher at Masuk High School, faces the charges after a raid at his home turned up various pieces of electronic evidence showing voyeuristic images of men and young males, including video recorded at a Masuk High football team car wash, according to the report.
