The citizen told Washington Township police that he saw a white woman who appeared to be in her mid-30s get out of a dark red or maroon Toyota sedan in the 600 block of Chestnut Street around 4:45 p.m. Saturday, Feb. 3, Corporal Christopher Osenbruck said. Raquan L. Harkless allegedly went into the Fort Evans Road NE building in Leesburg on Sept. 11, 2023, and removed the items, then left, Leesburg police said. Harkless was identified as the suspect and arrested on Jan. 31, 2024. He was being held in the Loudoun County Adult Detention Center without bond.
