Odell Unveils 2018 Putnam County Budget MAHOPAC, N.Y. -- Putnam County Executive MaryEllen Odell said it was a real challenge presenting a 2018 budget within the state-mandated tax cap on the tax levy.Odell unveiled a $155 million budget that increases spending by $2.3 million from 2017, a 1.5 percent spending increase. The average taxpayer whose property is assessed at $277,000 will pay $984 in county taxes in 2018, an increase of $22. Poughkeepsie Ends 2016 With Surplus, Mayor Says POUGHKEEPSIE, N.Y. -- Poughkeepsie's finances have gone from deficits to surpluses. Mayor Rob Rolison said Wednesday the city ended 2016 with a surplus in its general fund of $873,904, which is being used to reduce the city's cumulative fund balance deficit. The city ended 2015 with a $1.9 million deficit, Rolison said. The city’s general fund deficit has now been reduced to approximately $11.9 Million. The library is looking to borrow up to $2.938 million dollars to finance an expansion of the library. A referendum will be on the ballot on Election Day.
